Match or Like To Enable chat message option

If someone Likes you back or match you, you’ll both be notified of the Match and can Chat instantly or send a message.
if the user does not Like or match you then user cant start chatting or send a message to that member or any member till user like you or match you back then the member can chat if they don't match you or unmatch you then you cant chat or send a message to them.
this is most option to have in admin why people don't like anyone to pop up and start a chat or send a message when members never like them at first place
